There is a growing awareness of art’s capacity to contribute to urban
vitality, conviviality, and participation. Even when designed for
distribution over digital networks, artistic expression occurs in
particular places and is often conceived as a response to local
conditions. No longer content with simply ‘representing’ the city,
artists are increasingly asked to ‘activate’ it. Visiting a museum has
been recognized as cultural participation. Community media provide
outlets for visual artists, sound artists, and musicians. Changemakers
often emerge from the arts community.

The Artist and Urban Participation will explore the role of
the arts community in the process of articulation and performance of
change. Topics including how contemporary urban artists ‘communicate’
and how they invite participation and civic engagement. How can
community media arts projects enhance participatory communication in
cities? Does public art contribute to the communicative city? How is the
city experienced through art? Does artistic expression function as a
form of underground expression? Can art in the city provide a means of
communication for the marginalized or oppressed? Can cities use
participatory mechanisms to produce art projects? This session explores
the relationship between urban media, community media and urban
participation.
